The City of Talent recently adopted new regulations that define what is allowed as a Short-Term Rental (STR) in the Talent Zoning Code Section 18.137. The word “short-term” in the title emphasizes that the primary use of the residential dwelling is long term occupancy. The ordinance takes effect on May 17, 2019. Applications for STRs cannot be taken until that date.
The Purpose of this article is to allow short-term rentals in the City of Talent with the goal of minimizing impacts to residential housing stock in the city. A short-term rental is defined as a dwelling unit that is rented to successive tenants for periods of less than 30-days duration over a 12-month period. Short-term rentals are permitted in all residential zones, in both owner-occupied and leased properties, provided that the short-term rental meets the definition a STR.
A basic definition for a City of Talent STR is an owner- or lessee-occupied dwelling unit that is rented, in whole or in part, to successive tenants for periods of less than 30-days duration over a 12-month period. The regulations allow STRs in single-family attached or detached houses, duplexes, multi-family housing and manufactured homes.

If you are currently operation a short-term rental without approval by the City you are in violation of the Talent Zoning Code and must discontinue operations until a permit has been approved by the City of Talent. Continued operation of a short-term rental without approval will result in code enforcement action, including possible fines and prohibition of the use on the property as a short-term rental for a period of 12 months.
