SHORT-TERM RENTALS IN THE CITY OF TALENT
FREQUENTLY ASKED QUESTIONS
 
***NOTE: The City of Talent recognizes that the current process for permitting a short-term rental in the city limits is both time-consuming and expensive. The City Council is currently considering a proposed ordinance that would significantly streamline the process and reduce the cost. The Council will next address this issue on at its meeting on February 6, 2019. Until a new ordinance is approved and takes effect, the FAQs below discuss the current process for a short-term rental approval.
 
Question:           
Can I operate a short-term rental in the City of Talent?

Answer:               
Currently, the only way to legally operate a short-term rental in the City of Talent is to hold a current business license and to receive approval from the City’s Planning Commission.

How do I obtain a business license to operate a short-term rental?

Answer:              
Once you have received approval from the Planning Commission, you may contact Talent City Hall or visit the City’s website at www.cityoftalent.org to obtain a Business License application.  You can also click here to be directed to the application form.

How do I obtain approval from the Planning Commission?

Answer:              
You must submit a request for a pre-application meeting to begin the process.  Pre-application forms are available on the City’s website at www.cityoftalent.org or by contacting Community Development.  You may also click here to be directed to the appropriate form. 

Question:           
What are the fees for review by the Planning Commission and for the required pre-application meeting? 

Answer:              
Site Development Plan review fees are $1,036.00 and are required at the time a request is submitted.  Fees for the pre-application meeting are $148.00 of which 50% of the fee is applied to the application for Site Development Plan review if submitted within six (6) months of the pre-application meeting.  Click here for the Community Development Fee Schedule.

What if I am currently operating a short-term rental without a business license or site development plan approval?

Answer:              
You must discontinue the operation until a business license and site development plan is approved.  Without the approval, as well as a current business license and payment of all applicable taxes, it is not legal to operate a short-term rental within the City of Talent.

When will the City Council continue their discussion of the proposed short-term rental ordinance?

Answer:              
The Council will continue deliberations at the February 6, 2019 City Council meeting.  Information regarding the proposed amendments can be found on the Community Development webpage.  You can also click here to be directed to the appropriate page (see file DCA 2018-002).

How do I provide comment in support or in opposition of the proposed amendments?

Answer:              
At this time the public comment period has closed.  The public is welcome to attend the upcoming meeting to listen to the Council’s deliberation and decision.

What will the fees for a short-term rental include if the ordinance is approved by the Council?

Answer:              
The proposed short-term rental ordinance is intended to streamline the review process and lower application costs compared to the Planning Commission process.  Click here to view the draft ordinance.  Actual application costs will be determined once the ordinance has been adopted.
